Queda absolutamente prohibido en todas las ramas de la administración pública, dictar resoluciones de reconocimiento para legalizar obligaciones contraídas sin previo registro del compromiso presupuestal, pos sobre el valor de las apropiaciones y girar relaciones de autorización sin situación de fondos con el mismo objeto. La Contraloría General de la república se abstendrá de aceptar tales reconocimientos. Serán personal y pecuniariamente responsable quienes contravengan esta norma.
