Las personas que, sin haber cometido ninguna de las infracciones descritas en este estatuto, estén afectadas por el consumo de drogas que producen dependencia, serán enviadas a los establecimientos señalados en los artículos 4 y 5 del Decreto 1136 de 1970, de acuerdo con el procedimiento señalado por este Decreto.
