El Ministerio de Educación por medio de el Viceministerio de la Juventud concertará con las organizaciones financieras y crediticias mecanismos para crear oportunidades reales de acceso al crédito por parte de los jóvenes, lo mismo que instrumentos para establecer garantías de pagos para los jóvenes, especialmente para proyectos presentados por los de más bajos recursos.
