El artículo 2º del Decreto-ley 352 de 1994 quedará así: "Artículo 2º Objeto. El Instituto para la Seguridad Social y Bienestar de la Policía Nacional, desarrollará programas de educación, recreación, vivienda propia y fiscal, readaptación laboral y subsidios para los discapacitados físicos. Así mismo, dirigirá el Subsistema de Salud de la Policía Nacional y en tal carácter será el responsable de ejecutar las políticas, planes y programas que adopte el Ministerio de Defensa y el Consejo Superior de Salud de las Fuerzas Militares y de la Policía Nacional, y ejercer las funciones relativas a la organización y funcionamiento de dicho Subsistema".
