Artículo décimosexto. Si los productos de la Imprenta no fueren suficientes para cubrir los gastos ordinarios, las diferencias serán cubiertas con cargo a la apropiación que al efecto se liquide en el Presupuesto de la Nación, previa comprobación de tales necesidades ante el Ministerio de Hacienda y Crédito Publico (Dirección del Presupuesto).
