Autorízase a los municipios que satisfagan los requisitos exigidos por el artículo 1º del presente Decreto para que obtengan financiación de entidades crediticias con el propósito de facilitar y agilizar la creación de las Guardias Cívicas Locales mientras recaudan las rentas cedidas por la Ley 12 de 1986. Esta autorización comprende la de pignorar las rentas aludidas como garantía de los créditos que se les otorguen.
