Delégase en el Ministerio de Fomento la facultad de celebrar los contratos a que se refieren los artículos 172 y siguientes del presente Decreto. Tales contratos serán tramitados por la Superintendencia de Comercio Exterior y solo requerirán para su validez la refrendación del mencionado Ministro.
