Art. 21. La junta suprema directiva del crédito nacional, en cumplimiento del artículo 35 del decreto de 9 de setiembre de 1861, hará preparar la cuenta de su cargo, comprendiendo las operaciones ejecutadas hasta 31 de agosto de 1865, para presentarla al próximo congreso juntamente con la del año económico de 1865 a 1866.
