La interdicción de derechos y funciones públicas no autoriza la cancelación de la cédula, sino únicamente la baja de los censos electorales donde apareciere inscrito el ciudadano, a fin de impedirle el ejercicio de los derechos políticos. En estos términos quedan reformados los s 23 y 25 del Decreto número 2864 de1952.
