Cuando las oficinas postales de destino sospecharen que un envío que haya cursado libre de porte contiene correspondencia particular, el empleado que haga la entrega exigirá que se abra en su presencia. En caso afirmativo se retendrá el sobre o envoltura y se enviará al Ministerio de Correos y Telégrafos con indicación del nombre del remitente, clase del envío y peso del mismo, para que se haga efectiva al remitente la sanción del caso.
