Art. 1. ° Establécese una contribución de guerra hasta de once millones quinientos mil pesos ($ 11.500,000), la cual, á juicio del Gobierno, y por simple Decreto ejecutivo expedido por el Ministerio del Tesoro, podrá imponerse periódicamente si continuare turbado el orden público. La contribución queda distribuida entre los Departamentos de la República, en la siguiente proporción:
