Mientras el Gobierno comunica al Congreso el resultado definitivo de la negociación verificada en Londres por el señor Cónsul de Colombia, relativa a las obligaciones hipotecarias del Ferrocarril de Girardot, negociación que debe estar sujeta a la aprobación o improbación del Poder Legislativo, se autoriza al Poder Ejecutivo para pagar a los tenedores de buena fe los intereses y fondo de amortización correspondientes a los bonos emitidos.
