Las instituciones de educación superior, respecto de los programas académicos en funcionamiento y que tengan en curso solicitud de registro calificado, y hayan presentado las mismas en los términos fijados por el Ministerio de Educación Nacional, mientras se resuelven dichas solicitudes, podrán ser objeto, sin restricción alguna de las diferentes fuentes de recursos y programas de financiación para estudiantes, programas e instituciones de educación superior que se ofrecen por entidades públicas privadas, de carácter mixto o del sector solidario y el Icetex.
