º. Reestructuración . Reestructúrese el Instituto Nacional Penitenciario y Carcelario- INPEC- establecimiento publico del orden nacional, creado por el Decreto Extraordinario 2160 de 1992, adscrito al Ministerio de Justicia y del Derecho, que continuará cumpliendo las funciones relacionadas con la ejecución de las penas privativas de la libertad y de la detención precautelativa, el tratamiento penitenciario, la dirección y coordinación de la vigilancia, seguridad y control, así como la administración y sostenimiento de los establecimientos de reclusión del orden nacional.
