El Gobierno organizará conferencias periódicas del personal al servicio de la campaña, de acuerdo con las Universidades oficialmente reconocidas, cursos o cursillos para alumnos o para personal graduado, con miras o intercambiar y divulgar conocimientos sobre la materia o a fomentar la investigación.
