Art.13.° En lo sucesivo los ministros de los cultos establecidos o que se establezcan en el territorio de la República, no podrán ejercer las funciones de su ministerio sin el permiso o sea el pase del Poder Ejecutivo nacional, o de los Gobernadores o Jefes superiores de los Estados, por delegación especial aquél.
