Autorizase al Gobierno, para que, con sujeción a las normas de la presente Ley, previo concepto del Consejo de Estado, y mediante decreto, refunda en un solo estatuto las disposiciones sobre control de cambios, importaciones y exportaciones, armonizando la legislación anterior con los preceptos de esta Ley.
