De las entradas ordinarias o extraordinarias del Fisco destinase la cantidad de doscientos mil pesos ($200,000) para la defensa y saneamiento de Puerto Wilches, la cual será invertida directamente por el Gobierno Nacional, o por medio del Gerente de la Sección primera del Ferrocarril del Norte.
