Las funciones no contempladas en esta ley y que leyes o decretos con carácter de ley anteriores asignan al Ministerio de Educación Nacional, se ejercerán en adelante de acuerdo con la reglamentación que expida el Gobierno, teniendo en cuenta el espíritu de desconcentración expresado en esta ley.
