Las importaciones de cemento, láminas corrugadas zinc y otros elementos indispensables con destino a las obras de reconstrucción contempladas en el presente Decreto, que haga el Instituto de Crédito Territorial por el puerto de Tumaco, estarán libres de derechos de aduanas, y del impuesto de timbre sobre las licencias de importación. El Ministerio de Hacienda decretará en cada caso la exención correspondiente.
