En cada vigencia fiscal se incluirá precisamente la cantidad que requiera
el aporte nacional para el Fondo de Seguridad Rural ; pero si la partida no fuere incluída en el Presupuesto o fuere insuficiente, queda facultado el Gobierno para hacer los traslados o abrir los créditos extraordinarios que se requieran para el fin expresado.
