Con el fin de fomentar el trabajo en los leprocomios actuales, el Gobierno Nacional facilitará los medios de establecer talleres adecuados para la producción de aquellos elementos o artículos destinados al consumo de los enfermos. En el caso especial de que surgieren en los leprocomios industrias cuyos productos puedan ser vendidos fuera de ellos, solamente se establecerán aquellas cuyos productos puedan ser científicamente desinfectados a juicio de los técnicos oficiales, para darlos a la venta sin peligro ninguno para el consumidor.
