Art. 5.° El Poder Ejecutivo, de acuerdo con el Gobierno de Santander, contratará tambien un ferrocarril que partiendo del bajo Magdalena i pasando por Bucaramanga o Piedecuesta, continúe hasta el Chicamo, en el punto donde termine la linea que por el artículo 3.° se manda construir en el Estado de Boyacá.
