Las Partes Contratantes proseguirán los esfuerzos para conceder a los países y territorios mediterráneos, las facilidades necesarias y mejorar las existentes, a fin de facilitar su transporte marítimo, fluvial y lacustre, así como las de naturaleza portuaria destinadas a incrementar el tránsito de su comercio exterior.
