° Cuando por consecuencia de la guerra se halle alguno de los puertos nacionales en poder de revolucionarios contra el Gobierno lejítimo de la Union, se reputará cerrado para el comercio esterior, de cabotaje i costanero ; i los individuos que ejecuten por esos puntos alguna operacion comercial, se considerarán como contrabandistas i enemigos del Gobierno.
