Por decreto especial se determinarán los gastos de representación y Cancillería de cada una de las Legaciones de Colombia en el Exterior, para lo cual se tendrá en cuenta el costo de las erogaciones indispensables que exija la marcha regular de cada una de ellas. Por regla general, dichos gastos sólo en casos excepcionales podrán exceder del treinta por ciento del sueldo que devengue cada Ministro.
