Queda prohibida la introducción, importación o tráfico de residuos o desechos peligrosos al territorio nacional por parte de cualquier persona natural o jurídica, de carácter público o privado. De igual forma, será prohibida la disposición o recepción final de residuos peligrosos en rellenos sanitarios que no cumplan con la capacidad o condiciones físicas y técnicas adecuadas para tal fin.
