Los planes de desarrollo de las entidades territoriales, los planes de etnodesarrollo y contextos étnicos culturales de las Comunidades Negras, Afrocolombianas, Raizales y Palenqueras, los planes de vida de los Pueblos y Comunidades Indígenas, así como los Planes de Vida “O Lasho Lungo Drom” del Pueblo Rrom o gitano, cuando aplique, guardarán consistencia con los componentes del Sistema Presupuestal del Sistema General de Regalías.
