" ARTICULO 2 6
"Cuando el Comité Central, juzgando por los datos que tenga en su poder, deduzca que un país extraño a la presente Convención está en riesgo de convertirse en centro de tráfico ilícito, podrá tomar las medidas previstas en el artículo 24, inclusive lo relativo a la notificación del país interesado.
