Cuando un Secretario o jefe de Unidad Administrativa no presentare antes del día 20 de cada mes inmediatamente anterior su solicitud de acuerdo de ordenación de gastos, la Secretaría de Hacienda fijará una partida global , a la cual deberá someter su ejecución presupuestal la unidad correspondiente.
