Ninguna persona que directa o indirectamente tenga negocios de comercio, de banco o de documentos de crédito, o que sea proveedor o contratista de cosas u objetos que deban pagarse con fondos públicos, podrá ejercer destinos que pertenezcan al Ministerio del Tesoro.
