Emitido el concepto favorable del Consejo Coordinador del Sector Telefónico la entidad respectiva procederá a cumplir los trámites correspondientes que de acuerdo con la ley deban observarse para seleccionar la propuesta y el oferente respectivo con quien haya de efectuarse la contratación o contrataciones a que hubiere lugar. Las minutas a que se refiere la letra e) del artículo 16 del Decreto-ley 129 de 1976 serán aquellas que deban insertarse en los respectivos pliegos de condiciones, solicitud de cotización o términos de referencia, según el caso.
