Art. 2º El Banco Central procederá á celebrar contratos por término fijo, que no será menor de dos años, con los dueños de fábricas de cigarrillos y fósforos establecidas en el país, para que puedan continuar fabricando y dando á la venta tales artículos mediante el pago de los derechos de consumo en la forma y condiciones más adecuadas para asegurar el mayor rendimiento de la renta.
