Para la terminación del Teatro Municipal de Barranquilla, obra que se está llevando a efecto, adiciónase el artículo (1 o ). de la Ley 140 de 1963 , en el sentido de aumentar en tres millones de pesos más la suma a que hizo referencia la Ley citada.
