Auto cabeza de proceso . Una vez iniciada la investigación por cualquiera de las formas descritas en el artículo 20 del presente Decreto y siempre que exista mérito para ello, el funcionario competente dictara auto cabeza de proceso, con el fin de esclarecer los hechos y la responsabilidad del presunto contraventor.
