El artículo 74 de la Constitución Nacional quedará así:

El Congreso se reunirá en un solo cuerpo para su instalación cuando el Presidente de la República o sus Ministros concurran a abrir sus sesiones ordinarias o extraordinarias; para dar posesión al Presidente de la República o a quien lo suceda en las faltas absolutas o temporales, así como para oirlo cuando lo solicite; para elegir Designado y para recibir a los Jefes de Estado o de Gobierno de otras naciones cuando vengan a Colombia por invitación del Gobierno. El Presidente del Senado y de la Cámara serán, respectivamente, el Presidente y el Vicepresidente del Congreso.
