La Junta Directiva, con el voto favorable del Ministro de Minas y Energía, dictará y reformará los estatutos de la empresa, y elegirá su representante legal. Los primeros estatutos serán elaborados por los miembros de la Junta Directiva pertenecientes a entidades de derecho público.
