Artículo segundo. El incumplimiento de esta Ley obliga al Ministerio de Gobierno a multar mensualmente con la suma de dos mil pesos ($ 2.000.00) al infractor hasta obtener su cumplimiento, sin perjuicio de exigir la entrega de las obras para la Biblioteca mediante el decomiso de las mismas a los autores, distribuidores, casas editoriales o productoras de Fonogramas. Ningún título de propiedad intelectual de obras colombianas o extranjeras hará fe en el país, ni el Gobierno podrá registrarla sin la Certificación de la Biblioteca del Congreso, donde conste que los registros establecidos por esta Ley se han cumplido. Las obras que usualmente no se reproducen como esculturas y edificaciones, deberán numerarse y catalogarse en fotografías y planos.
