Artículo primero. Apruébanse las "Actas del XI Congreso Postal Américo-español", firmadas en Lima el 18 de marzo de 1976, que a la letra dicen:

(Texto revisado de acuerdo con las modificaciones adoptadas por el XI Congreso Postal Américoespañol, Lima 1976, según el Protocolo Adicional adjunto).

P R E A M B U L O

Con el fin de extender, facilitar y perfeccionar entre los pueblos de las Américas y España el funcionamiento de sus servicios postales y contribuir al desarrollo de sus actividades, los Representantes Plenipotenciarios de los Gobiernos de los Países contratantes han adoptado, bajo reserva de ratificación, la presente Constitución.
