El Congreso, haciéndose interprete del sentimiento nacional, reconoce las virtudes públicas y los merecimientos que alcanzo en vida el señor General Rivera, y recuerda con patriótica gratitud que cuantas veces ocupo aquel buen ciudadano elevados cargos en la Administración Publica, se hizo acreedor al aprecio de la Nación por su cristiana modestia y la laboriosidad, conocimiento de los negocios, honradez austera, firmeza de carácter y magnanimidad de espíritu.
