° Será nula la elección para miembros de las Cámaras Legislativas. de las Asambleas Departamentales o de los Concejos Municipales, de ciudadanos que no pertenezcan a ninguno de los dos partidos tradicionales, el Conservador o el Liberal. Los inicios a que haya lugar para la declaración de esta nulidad se surtirán ante el Consejo de Estado en una sola instancia. Estos juicios tendrán prelación sobre cualquier otro punto y se adelantarán de acuerdo con ti procedimiento entablado en los artículos 209 y siguientes de la Ley 167 de 1911, pero reduciendo a la mitad los términos allí establecidos.
