CORPAL calificará científicamente los elementos que se le soliciten en desarrollo del artículo primero de este Decreto y además dictaminará sobre la magnitud y cuantía de los pedidos que se le formulen, según la índole y radio de acción del servicio que aspire a ser provisto, debiendo cada pedido ceñirse a tal calificación.
