Sustanciación. Las observaciones serán sustanciadas dando lugar a un turno de exposición por su autor, a la contestación del interpelado y a sendos turnos de réplica. El autor y el citado no podrán ser interpelados antes de terminar su intervención. Las primeras intervenciones no excederán de quince (15) minutos, ni las de réplica de cinco (5) minutos.
