- CONTRIBUCION DE DESARROLLO MUNICIPAL. Establécese la Contribución de Desarrollo Municipal a cargo de los propietarios o poseedores de aquellos predios o inmuebles urbanos o sub-urbanos, cuyo terreno adquiera una plusvalía como consecuencia del esfuerzo social o estatal. Dicha contribución tiene carácter nacional. La contribución de Desarrollo Municipal será obligatoria para todos los municipios con más de 100.000 habitantes, pero en los municipios con menor número de habitantes, los Concejos Municipales podrán autorizarla en concordancia con lo dispuesto en este estatuto (Ley 9 de 1989, art. 106).
