Los funcionarios de la Contraloría General de la República que hayan ejercido control fiscal en el Servicio y sus parientes dentro del cuarto grado de consanguinidad o segundo de afinidad no podrán ser nombrados ni prestar sus servicios en él, sino después de un .año .de producido su retiro:
