Cuando en los servicios de correos fluviales o ferroviarios no sea posible dar cumplimiento a todas las formalidades prescritas por este decreto, en lo relativo al recibo y entrega de las encomiendas, los administradores principales de correos o agentes postales de quienes dependa el servicio respectivo de transportes, someterán a la aprobación del Ministerio de Correos y Telégrafos las modificaciones que las circunstancias exijan.
