En la elección de delegatarios se observará el sistema del cociente electoral.

Para este caso, el cociente electoral será el número que resulte de dividir el total de votos válidos por el de puestos por proveer. En lo demás se observará, en cuanto fuere aplicable, el régimen electoral previsto por la ley para las elecciones de Senadores y Representantes.
