Art. 15. Son postores admisibles en la licitación: 1º Aquéllos cuyas propuestas han sido calificadas de suficientes para tener derecho á la licitación; y 2º Cualquiera persona que sea hábil para contraer obligaciones y que no habiendo presentado su propuesta en tiempo hábil, lo haga en cualquier momento de la licitación, y acompañe á su propuesta el certificado de que habla el artículo 11 (diez por ciento), más el documento de fianza de que habla el artículo 10.

Parágrafo

En caso de que lo haga en nombre de otro ó de una sociedad, debe presentar el correspondiente poder, que será también calificado por la Junta previamente.
