Los actos que creen las entidades o sus estatutos orgánicos indicarán los funcionarios que hacen parte de las respectivas juntas o consejos y advertirán que si dichos empleados pueden delegar su representación, lo harán designando siempre a otros funcionarios de la administración municipal. La presidencia de las juntas o consejos corresponde al Alcalde.
