ARTICULO UNICO. Apruébase el Convenio sobre servicio militar obligatorio, celebrado entre Colombia y Alemania, que dice:

"Convenio sobre servicio militar obligatorio entre la República de Colombia y el Reich Alemán.

El Gobierno de la República de Colombia y el Gobierno Alemán. , animados del deseo de arreglar amigablemente las dificultades que surgen respecto del servicio militar obligatorio de aquellas personas que según las leyes de Colombia poseen la nacionalidad colombiana al mismo tiempo que la alemana, conforme a las leyes de Alemania, han convenido en las siguientes disposiciones:
